  • Politics : Autonomy Initiative, The 'One and Only' Solution to Regional Dispute over Moroccan Sahara (Hilale)

In Morocco's statement during the general debate of the 78th session of the UN General Assembly, Mr. Hilale stressed that the Moroccan initiative is backed by more than 100 countries around the world, at a time when almost 30 states and regional organizations opened consulates general in the cities of Laâyoune and Dakhla, thus reaffirming their full support for the Moroccanness of the Sahara.

The diplomat pointed out that the Kingdom remains committed to a final political solution to the artificial regional dispute over the Moroccan Sahara that would strengthen development and stability in the region as well as in Africa.

Noting that Morocco continues to support the efforts of the UN Secretary General and his Personal Envoy for the Sahara, Staffan de Mistura, aimed at relaunching the round table process in the same format and with the same participants, particularly Algeria, the main party to the conflict, in accordance with the Security Council resolution 2654, the ambassador reiterated that the final solution to this regional dispute can only be political, realistic and pragmatic based on compromise.

Referring to the current socio-economic dynamics in the southern provinces, the diplomat said that as part of the new development model to which the Kingdom has mobilized a budget which now exceeds 10 billion dollars and whose completion rate is around 81%, several social and economic projects have been launched, thus enabling the region to establish itself as a hub for commercial exchanges between Africa and the rest of the world.

Mr. Hilale underlined that the Personal Envoy of the UN Secretary-General for the Sahara, Staffan de Mistura, witnessed these achievements first-hand during his visit, in early September, to Laâyoune and Dakhla in the Moroccan Sahara.

"This major effort is part of the implementation of the High Instructions of His Majesty King Mohammed VI, may God assist him, contained in the Sovereign's speech on the occasion of the 47th anniversary of the Green March dated November 6, 2022," he recalled.

In this speech, His Majesty the King pointed out: "Our action to defend the Moroccanness of the Sahara is based on a holistic approach that combines not only political and diplomatic action, but also efforts to promote economic, social and human development in the region."

The ambassador stressed that Morocco once again expresses its deep concern over the catastrophic humanitarian situation in the Tindouf camps, where the host country, Algeria, ceded its powers, illegally, to an armed separatist militia with proven and confirmed links to terrorist and criminal networks.

This situation calls out to the international community regarding Algeria's refusal to allow the registration and census of populations held against their will in the camps, in flagrant violation of international law and calls from the Security Council launched since 2011, said Mr. Hilale, who condemned the misappropriation of humanitarian aid intended for people held in the Tindouf camps as evidenced by reports issued by international and regional and NGO's, the latest of which is that of the World Food Program (WFP) published in January 2023.

  • Politics : Al Haouz Earthquake: Under Leadership of HM the King, Morocco Demonstrated Determination, Seriousness and Solidarity (Hilale)

"From the very start, His Majesty King Mohammed VI, may God assist him, gave his high instructions to mobilize all state services, including the Royal Armed Forces, government departments, local authorities, public forces and civil protection teams in order to take the necessary emergency measures to speed up relief operations, evacuate injured people, provide aid to affected families and set up an inter-ministerial commission in charge of the deployment of an emergency rehabilitation and assistance program for the reconstruction of destroyed houses in disaster-stricken areas," stressed Mr. Hilale in a statement on behalf of Morocco, during the general debate of the 78th session of the General Assembly of the United Nations.

He also noted that Morocco, under the effective leadership and direct supervision of the Sovereign, moved from the relief stage to that of rehabilitation and reconstruction of the disaster-stricken areas, adding that His Majesty the King gave His High Instructions for the activation of a thoughtful, integrated and ambitious program intended to provide a strong, coherent, rapid and proactive response to the effects of this earthquake, with a global forecast budget estimated at $12 billion over a period of five years, whose first version covers all the affected regions, targeting a population of 4.2 million inhabitants.

Designed on the basis of a precise diagnosis of needs, this program includes projects aimed at the reconstruction of houses and the upgrading of affected infrastructure and the strengthening of socio-economic dynamics in the regions concerned, he said, stressing that the financing of this multisectoral program will be ensured through credits allocated from the State's general budget, contributions from local authorities and the Special Solidarity Account dedicated to the management of the effects of the earthquake, as well as through donations and international cooperation.

Mr. Hilale underlined that His Majesty the King insisted that the reconstruction operation shall be carried out in harmony with the legacy of the region and its unique architectural characteristics, while respecting the dignity of the populations, as well as their customs and patterns of life.

Meanwhile, the different components of Moroccan society, both internal and external, joined the collective effort to provide aid to the affected populations, in a surge of solidarity and national synergy unheard of, he pointed out.

The ambassador and permanent representative of Morocco to the UN also expressed the thanks and gratitude of the Kingdom to their Majesties, Highnesses and Excellencies, Kings, Princes and Heads of State and Government and ministers who expressed their support and solidarity with Morocco following the earthquake, as well as their willingness to stand alongside the Kingdom to deal with the effects of this earthquake.

"Ismael Saibari has signed a new five-year contract that will keep him at PSV until the summer of 2028. The attacking midfielder was promoted to the senior team last season and quickly established himself as a regular in the first team," stated the Dutch club on its website.

PSV emphasized that Saibari "has made significant progress and has become a versatile player capable of performing in various positions." They noted that the Moroccan player was promoted to the first team during the 2022-2023 season and initially played as a winger before transitioning to an attacking midfielder under the guidance of coach Peter Bosz.

  • Social : Morocco's Higher Education Ministry, Italian 'Med-Or' Foundation Sign MoU

The document was signed by Abdellatif Miraoui, the Minister responsible, and Marco Minitti, the President of the Med-Or Foundation. The main objectives of this memorandum are to foster collaboration between Moroccan and Italian universities and provide Moroccan students with opportunities to receive scholarships for studying in Italy.

During his address on this occasion, Miraoui emphasized that this memorandum represents another significant step in strengthening the collaborative ties between Morocco and Italy. He noted that the two nations will soon mark two centuries of diplomatic relations and expressed his gratitude to the Med-Or Foundation for this initiative, which highlights the international openness of both countries' academic institutions.

The minister also highlighted the successful cooperation between Morocco and Italy in higher education and scientific research since 2015, including a substantial increase in the enrollment of Moroccan students in Italian universities and the deepening collaboration among researchers from both countries.

This MoU aims to lay the groundwork for constructive cooperation in various critical areas, explained the minister. It intends to facilitate Moroccan students' access to training programs provided by companies affiliated with the Med-Or Leonardo group and establish initiatives to fund scholarships for Moroccan students and researchers in cutting-edge fields such as new technologies, artificial intelligence, robotics, signage, and the Internet of Things (IoT).

The President of the Med-Or Foundation emphasized, for his part, the pivotal role of higher education in bringing people closer together, emphasizing that the shared geographical space represented by the Mediterranean serves as a bridge between the region's diverse cultures, religions, and languages.

"In view of the high level of uncertainty linked to the evolution of the international economic situation and the national context in the aftermath of the earthquake, the Board has decided to maintain the key rate unchanged at 3%," the central bank said in a press release issued at the end of the third quarterly meeting of its Board for the year 2023.

  • Economy : Morocco's Growth Forecast at 2.9% in 2023 – Central Bank

This trend would be the result of a 5% increase in agricultural value added in 2023 and 5.9% in 2024, assuming average cereal production of 70 million quintals, says Morocco’s central bank in a press release issued after the third quarterly meeting of its Board of Directors for 2023.

For non-agricultural activities, the pace of growth should slow to 2.6% in 2023, followed by an acceleration to 3% in 2024, BAM forecasts.

  • Economy : Morocco: Inflation Expected to Reach 6% in 2023 – Central Bank

The underlying component would follow a similar trajectory, decreasing from 6.6% to 5.6% and then to 2.3% respectively, said the central bank in a press release issued at the close of its third quarterly Board meeting for 2023.

The Board also noted the marked deceleration in inflation, which fell from a year-on-year peak of 10.1% in February to 5% in August, helped by the measures implemented by the Government, the easing of external pressures and the tightening of monetary policy.

It also noted that both medium- and long-term inflation expectations fell significantly in the third quarter of 2023, and took note of preliminary assessments showing that the transmission of its last three policy rate hike decisions to monetary conditions and the real economy remains partial, added the same source.

U.S. Commends Leadership of HM the King, Chairman of Al-Quds Committee, in Supporting Palestinian People and Two-state Solution

06 January 2023 Printable Version
Washington - The United States on Friday commended the "appreciated role" of Morocco, under the leadership of HM King Mohammed VI, Chairman of the Al-Quds Committee, in supporting the Palestinian people and advancing the two-state solution and peace in the Middle East.

"Morocco has a unique relationship with the Palestinians, of course HM King Mohammed VI is the chairman of the Al-Quds Committee of the Organisation of Islamic Cooperation, and we appreciate Morocco’s role in providing aid and assistance to the Palestinian people and supporting the two-state solution," said the U.S. Department of State Spokesperson, Ned Price.

Commenting the resumption of relations between Morocco and Israel, Price said that the Kingdom is a "leader", stressing that ties between the Kingdom and Israel created "real benefits" for the people of both countries as well as "new opportunities for peace and prosperity".

"We will continue to engage with Israel and other countries in the region and even beyond to attempt to broaden this circle of opportunity of normalization, and we will look for other opportunities to enhance cooperation between these countries and between Israel and its neighbors," he pointed out at a press conference in Washington.

On the Negev forum, the spokesperson of the Department of State recalled that the forum's members have established working groups focused on six key areas: Regional security, clean energy, food and water security, health, tourism and education and coexistence.

These working groups "seek to advance coordinative initiatives between the founding members of the forum to encourage what this is all about: regional integration, cooperation and development for the benefit of the people of the region, including of course initiatives that could strengthen the Palestinian economy and improve the quality of life for the Palestinian people," Price pointed out.

The Negev forum process is about building bridges and creating opportunities, he said, while underlining the importance of working to achieve a solution to the Israeli-Palestinian conflict.
